Measure the public record. Publish the number.
Each edition reads public DNS for a defined sample, excludes what it could not measure, and binds the result to a hash and a timestamp. Aggregates by sector. No negative list. No named entity.

The pipeline is country and sector agnostic. A new edition is a new collector batch and a new JSON file; the page and the methodology stay the same.
Passive by construction
Public-resolver DNS and DNSBL only. No SMTP, HTTP, AXFR or open-resolver probe. One local caching resolver and a rate limit.
Not measured is not a pass
Every rate carries its own denominator. A timeout is excluded from the denominator and never counted as a pass.
Evidence before publication
The dataset and the aggregate are hashed with SHA-256 and timestamped under RFC 3161. The manifest ships with the report.
